According to the Wiki site Doctor Who in Canada and the U S WTVQ was one of the first stations to broadcast the Tom Baker stories in 1978. But no airdates in late 1978 / early 1979 have been located
The series did, however, begin airing by September 1980, as reported in Starlog issue # 39 (September 1980).
