Videotapes distributed by the South African company CIC Video (Pty) Ltd were "manufactured for sale and rental use only in South Africa, Namibia, Lesotho, Botswana, Swaziland [and] Zimbabwe...", per the copyright disclaimer printed on the labels.
While that clause appears on all tapes distributed by CIC Video, it's unknown whether the movie itself was available in shops or rental outlets in Botswana.
TV listings
Only the 1992 issues were available of the Botswana Guardian. This weekly paper had listings for the first few weeks of January, but after that the listings were dropped for the remainder of the year. If Doctor Who did indeed screen, it wasn't in January 1992!
