Formerly a colony of Portugal (until 1997), MACAU is now a special administrative region of China. Portuguese and Cantonese are official languages.
Television signals could be received from China, as well as nearby Hong Kong, so Doctor Who could have been seen in the 1960s and 70s, albeit in English.
It's likely that one or both of the Peter Cushing Dalek movies was shown there, as movies with Chinese subtitles were often sourced from Hong Kong, where the films had played in 1969 and 1974.
