Botswana did not commence a television service until 1992.
There are two local television providers: Botswana Television (BTV) and the privately-owned Gaborone Television Company (GBC). Those with television sets could receive transmissions from the north of South Africa, and presumably other neighbouring countries.
By the mid-1990s, Botswana was also served by several foreign broadcasters via satellite.

According to Janet Fielding (who played Tegan Jovanka), she has received royalties for sales to Botswana. Presumably these were for Peter Davison stories, rather than her solo adventure with Tom Baker.
TV listings
Only the 1992 issues were available of the Botswana Guardian. This weekly paper had listings for the first few weeks of January, but after that the listings were dropped for the remainder of the year. If Doctor Who did indeed screen, it wasn't in January 1992!
